Iloilo Governor Arthur Defensor Sr. expressed sadness over the alleged mauling incident involving First District Rep. Oscar “Richard” Garin Jr. and his father, Guimbal Mayor Oscar “Oca” Garin Sr.
The Garins, based on police reports, allegedly “disarmed, handcuffed, kicked, slapped, and spat” at PO3 Federico Macaya on Wednesday.
“Masubo ini nga insidente. It’s a very sad day for all the Ilonggos,” said Defensor in a media interview on Friday.
Even though Richard issued an apology, Macaya and the Iloilo Police Provincial Office (IPPO) still filed criminal and administrative charges against the two officials and their two unidentified bodyguards before the Office of the Ombudsman Visayas on Thursday.
Defensor said that rule of law must always prevail. “Ini para mahatagan sang nagakaigo nga hustisya ang mga biktima sang injustice sa probinsya sang Iloilo.”
The governor said elected officials, not only in the First District but in the whole province, should keep in their minds that they have no right to degrade cops and even ordinary individuals.
The Garins were slapped with seven criminal and four administrative cases.
The criminal charges were for direct assault, grave coercion, grave threats, physical injuries, slander by deeds, serious illegal detention, and alarm and scandal.
The administrative complaints include grave misconduct, conduct unbecoming, oppression, abuse of authority, and conduct prejudicial to the best interest of the public.IMT
